Noble thanked supporters at a watch party at Keegan Ales in midtown Kingston.

During the campaign, Noble touted his experience leading Kingston through challenging times — not just the COVID-19 pandemic but the accompanying surge of new residents to the Ulster County city, which has driven rents up 25 percent year over year and recently led the city’s Rent Guidelines Board to freeze rents for most new leases. He has also singled out his achievements on climate change, including installing solar panels on new city buildings and launching a pilot composting program.

If Noble wins reelection to a third term in November, he said a primary focus will be Kingston’s new zoning codes, which would include new affordable housing provisions, limit short-term rentals, lower parking requirements, and remove some barriers for projects before the Planning Board. The revised regulations have been in the works for over a year.

Waters is a co-founder of the African American cultural group Harambee and a community organizer. He said he was running because he wanted to help regular Kingstonians stay better informed. Among his ideas was to create a citizen assembly that would work with elected officials on legislation.

Noble will face Scott Denny, a retired car salesman who is running on the Republican and Conservative party lines, in the general election on Nov. 7.
